Sir Malcolm Rifkind served as a Minister under Margaret Thatcher and John Major for a total of 18 years. He was a Foreign Office Minister for 6 years including Foreign Secretary from 1995-97. He was Minister of Defence from 1992-1995. In 2010 David Cameron appointed him Chairman of the Intelligence and Security Committee which has oversight of the UK’s Intelligence Agencies. He was a member of the OSCE’s Eminent Persons Panel on Russia-West relations. He is a Visiting Professor at Kings College, Department of War Studies, University of London.
